Currently, the Copper cape is only available in Bedrock. It's not available in Java due to a known issue:

Pick up a copper golem statue and place it somewhere in Minecraft: Bedrock Edition. When done, you get your cape within 30 days after the promotion end date in the Dressing Room (Bedrock only).

Thank you for your report, but this is not an issue. The official article I linked above states that you will receive your cape within 30 days after the promotion end date. Please be patient and wait for the timeframe specified in the article.
